this tells us as far as we know there is no new rule banning shorting- for the referenced rule does not ban shorting-it merely discontinues a now little used procedure for covering fails to deliver -which has evidently been replaced by other methods to cover fails to deliver -not trying to upset anybody but dont want people to be confused re this either
