This is the FAA's "working guide" throughout each phase of certification.  It's a pretty dull read, but it gives insight as to what HQ is going through to check all of those boxes.  Also gives some clarity as to why they only press released "Initial Cadre Training.". If this has been posted in the past I apologize.
