If the facilities that were put in place are not ready to distribute, it only makes sense to still allow them to grow for now. They'll probably get an extension. Even then, the percentage if folks that already are allowed to grow vs. the folks that will get approved in the coming years is going to go through the roof. This is just a tiny speed bump before the Grand Canyon!
