Fred Hamilton, a former owner of the landfill who now works with Rewards for Recycling, said the idea of mining the site for scrap metal was explored years ago and it was not deemed to be safe.
“It was my belief back 2000-2007 in would be very difficult, if not impossi- ble, to excavate waste from the unlined section of landfill,” said Hamilton. “The problem with mining is the landfill is rather like an inverted bulb. The cap sheds water. The runoff water from the capped landfill stabilizes. The data taken between 2001-2013 shows that’s the case. Any materials escaping are highly confined.
