If JBI can accept markers with almost half cotton wick and dyes and make a useful fuel, they may as well process regular garbage.
Agricultural waste really isn't all that dirty and it's usually undyed. If it has some small amount of hay clinging to hit, that ratio of plant material to plastic isn't going to be anywhere close to the high ratio of cotton in a plastic marker.
