A Panamax is 60k to 80k tons - though carrying capacity thru Panama canal is usually limited to 72000 tons but as many as 75000 tons or so from Ensenada to China
at 70000 tons /Panamax would be 7 million tons/year for 100 ships, which would be in between their 2nd and 3rd phase shipping plans
once you get to that amount would want to use Capesize if they get a ship station-port limiting draft of 14.5 meters at EIT berth 2 is too shallow for Capesize so would need the ship station
once money starts rolling in additional drill holes/ mines/expansion
have to assume they are dealing w political port problems because shouldnt take this long to formulate sales- unless adding different country to permit and dealing w extra audits like 2012
