What does "in-spec fuel" mean to you?
Yard waste is "in-spec fuel." You can make sure it passes specifications (no tires in it) and throw it on a campfire and it will burn just fine as 'fuel'. Oh wait, did he say, "Without the need for further processing??" Well, yard waste falls under that category too. It's meaningless and subjective. Even if he actually meant it passed AMSPEC specifications but simply forgot to say that, it still requires that the product be what it's supposed to be--an apple might pass USDA specifications for oranges but that won't make it an orange.
Rather than repeating what you're told by the company, you should ask the price and nature of what is fed into a processor and the resulting actual realized price of what comes out.
You could also ask what's currently standing in the way of full profitable production or what's currently standing in the way of being cash flow positive from operations.
