true, its expansion and stuff i know all that. it just seems REALLY vague to me.  i dunno.  i'm in PA so i dont know how some of that works in CA. 

I do know with all the stuff going on right now it just seems like an odd piece of news.  having my caffiene now so maybe i'll view it differently in a bit. lol
