The general manager is not the owner of the station. He is responsible for hiring the sales staff, engineers, and office staff. He implements the programing instructed to him by the owner of the station.

I have no doubt he spoke like a decision maker. He makes decisions on what he is responsible for. Apparently, programing is not one of them.
