I have to disagree with Mid May or June for license.
The way that I interpreted Bill's answer when he was asked by AB about the timeline for inspection:
Bill's reply was that at the end of MARCH he would assess where they were at as far as the fencing and the delivery schedule of the vault. At the time of his reply he was expecting the vault to be delivered the 1st or 2nd week of April. He also acknowledged that HC requested a 2 week leeway to set up the inspection. He also said that because of the Easter Holiday that the Canadian government would be shut down.
However I still interpret his insight is that once he is confident the vault is on schedule he can call HC and have them on sight reasonably shortly after Easter so that puts the inspection team on sight late April. After a thorough inspection and recommendations to fix a couple of minor things I could see license by the 1st of May if not sooner.
