He told me open house/ribbon cutting  would be around early to mid May.  If  open house / ribbon cutting means cutting a security fence ribbon, that's not much of an open house.  I would think he was referring to opening the doors of the facility like TWEED did.  I can't imagine the interior takes that long to get up and running.
