You are taking it out of context. He will get the license. If all goes well it will past the first inspection. If there is something that HC would like improved on or added then it might not happen during the first inspection but it will happen soon after. By all accounts the inspection should pass with flying colours the first time because Bill (IMO) is somewhat of a perfectionist.
