How many shares could the Malaysian group have purchased recently on the public market based on how low the volume has been?  If they have been buying then it is at the small lot retail levels and nothing that would be of any significance.  I foresee a group like that buying in lots of 5mm-10mm shares and not 50k, 100K shares, etc.  Unless TECO continues to sell preferred shares and the Malaysian group is buying directly from the TA and not reflected in the daily volume but wouldn't that require an 8K filing.
