Sorry to keep digging this up but: below is wording from the press release on 8-6-12. If you go to "over the air" Houston tv listings there is no 21.5. There is KVQTLV which appears to be Hispanic.
Today, as of this press release, Punch TV is available in more than 40 million homes. This represents a growth rate of 328.8% in less than one year. And, most recently, Punch TV added even more households when KVQT in Houston, Texas made the decision to air Punch TV as digital station Channel 21.5.
