Security fence is nearing completion, security cameras can be placed on all corners of the building relatively quickly, security personal could have already been hired and the safe could be nearing completion or installed in the upcoming weeks. I wouldn't imagine a safe would take weeks to complete.

I honestly think if safe is being installed this upcoming weeks we will have a license by the end of this month.
