That SEC approved proposal is not for ALL "shorts", it is for one "short borrow program" under NSCC that is used by only 3 people that will no longer availible to them after March 14, 2014. Makes no sense to keep it open for them. Means all other brokers and companies will still be able to short. Hope this helps you out.
