As far as I know, everything depends on getting the license first. Getting the license depends on getting the grounds secure first. The goal was to be ready by then, but I think there have been some delays in construction.

The image below shows where they are at, as of the shareholders meeting last Friday. We may not be ready on April 1st, which is fine. Its better to be done right than rush it and fix problems later on.
