One of the reasons Health Canada changed the rules and has gone to licensed producers of MMJ is because of Fire and Police Chiefs across the country voicing valid complaints. Fires were being set because of faulty electrical set ups of home grown MJ. Police were concerned because of home invasions due to grow-ops. Not sure if anyone is taking notice of these issues south of the boarder before they make state rules/laws.
