SKTO is the licensee, thus receiving the license from AVNE. Imo technically they tied their hands together with this agreement because per agreement AVNE has the license but cant license anyone other than SKTO and have the control. SKTO already has the rights to use those licenses thus are the ones who will benefit from it. Imo nothing changed here except that AVNE is now the safe deposit box for the licenses.
