Might be a dumb question but the PR says AVNE 'holds' the license not 'acquire' or 'owns the right to', couldn't that be the same as if a Collective was "holding" a license to manufacture and sell Yak?

Im still debating with myself what 'hold' refers to in this case because a simple word misinterpretation can change the whole darn thing.
