arstegall, very well put and you saved me a lot of typing.  To answer the question "Any one want to give any odds on starting by the 31st of March with wording like". Based on TECO's history I give it ZERO PERCENT! This is trial and error management at it's best and the trading volume and PPS reflect it. The PPS is atrocious and their credibility remains zero with many IMO.
