You know I kind of have this theory. Gavin Newsom always made it clear that he thinks marijuana should have been legal years ago yet, he heads that panel and is now stating that 2014 is too early and that he is shooting for 2016 to fully legalize it??? Does not make sense why is that???  I think at this time with SKTO/AEGY still being put together and established, I think passing the law and making recreational use legal would not be in the companies best interest at this time as well. I think the company would have less of a chance to succeed with 10 times the competition and the circus it would bring.. When they say "long term" I really think they not only mean it but it really is what is best for everyone including us.
