The way I figure the whole Belize thing is ,, both parties blew it big time.
GOB should have bent over backwards to realize oil. The royalties would have flowed into their coffers. The TECO investors would have been joyous with a PPS of considerable stature and I am sure the the investors would have flocked to placencia for a vacation and see the workings of the well and since TECO would have benefited, all the promises made to the locals would have been possible with cash flow.
Now nothing  and EVERYBODY SUFFERS!!!!!!
