Those projects are set to start by March 31'st.  This is what is the kicker though...and would be a huge plus for many:

On Friday, Kentucky Attorney General Jack Conway and Comer announced that they will work together to ensure that the hemp seeds are properly imported for the pilot projects.

Conway and Comer also will pursue a "blanket waiver" for Kentucky to grow industrial hemp commercially.

A "blanket waiver" typically means ....."go ahead and get it done.....the red tape will come after"...hence...no red tape to slow anything down
