I think I just said the exact opposite of that. The EPCM would not rubber-stamp anything. That was my point. It is a partnership between the client and the EPCM, with the EPCM providing the engineering expertise and tools and methods. But they are all professionals. No rubber stamping, only P. Eng.(Professional Engineers) stamping of drawings.
