I believe it takes verifiable proof and not just talk. I have never seen a PR document for FIT* saying they have won Government contracts. The problem is with this kind of hype it gets investors all fired up and when nothing happens the shorting starts and people sell into it.
Unfortunately if nothing can be 100% verified by anyone folks see it as a lie and sell. Remember that the pinks are all supposed to be fraud and pumps so most still turn a profit, therefore share price can't really move consistently. BUT, if you find the stock that is the GEM like SKTO and AEGY we may have a chance.
