As anxious as everyone, including perhaps Steve, is to uplist, you don't think it would help the PPS to have to get to .10 to uplist?  Most CEO's say they do not watch (and some say do not care) about the PPS, they are only concerned with building the company (not a bad thing).   But what if... they WERE anxious to increase the PPS and made it one of their goals?

Just throwing it out there, and not saying Steve is not concerned with the PPS.
