I also love positive thinking - all this low PPS means is a big buying opportunity.  Do I wish that they wouldn't be so tight-lipped? Absolutely!  But think about it as if you were starting your own business - would you square away your website and start hiring people ages before you ever planned on opening your doors?  They must feel as though they're in a place in the certification process where they are confident that they will be moving forward.
