Good question. Why not ask this woman for the answer? She's the D E A administrator, the chief, appointed by Mr. O. She has the authority to initiate rescheduling. However, she is staunchly opposed to removing MJ from schedule 1 and is something of a fanatical crusader in the disastrous war on drugs, a total failure from multiple points of view. How many hundreds of millions of dollars not to mention their power-ego would her agency lose if MJ is delisted from sched 1?  Mr. O says MJ is safer than alcohol. In an hysterical fit of insubordination, she slammed O for the remark. But O never fires anyone regardless. It's a charade, you see. Good cop, bad cop. O could remove mj from shed 1 today by executive action. He specifically has that authority under the 1970 CSA law. But they won't until all the players are milked and it suits their political agenda. They move in a world that has nothing to do with freedom or human rights.
