Quite frankly - none of us really knows what needs to be accomplished or what has been accomplished to the level of detail that is required to make that guess, even Baltia.  It is like throwing darts at this point.  However, I also think it will be sooner rather than later.  And I say Baltia, because there are things that are unforeseen in this process.  there is no doubt.  They have a schedule, it has bumper time built in.  But if something goes wrong, some inspector get s hit by a bus, there is no telling how quickly they could be replaced.   What I would like to see, is evidence that things get done according to schedule and that bumper points are removed thus making the process come sooner...  I know - wishful thinking, then again, they do not have me running the project..lol
