JR deregistered KMAG in 2009 when he went dark. JR can not suddenly start utilizing parts of SEC compliance guidelines. It is an all or nothing deal. you are either reporting or you are not. Hence, no form 4.
JR would have to register KMAG shares again under Section 12 before beginning reporting.
