I get those sounds sometimes too.
Just to add to the discussion about the C share resolution - I think we should keep in mind that there may be verbal agreements that govern the timetable. Suppose they had a verbal agreement that the C resolution will be finalized when you harvest a tree from that concession. It would be a reasonable thing to ask for and to grant, But when they talk about it publicly they might say it is still in negotiation, rather than saying we have a verbal agreement and we haven't harvested a tree yet. Since the operational progress is where it will be stumbling forward, if a matter like the C resolution is tied to it, then delays will seem unwarranted when such an agreement isn't known.
