That would be something they are both guilty of, but there would be more evidence of that against Samblis than Collins. I think that is the bigger issue, neither of them wants to go to court because doing so would open them both up to further lawsuits unless they choose to perjure themselves which would cause even more issues. They would need to solve this behind closed doors and without the legal system becoming involved, or risk fines and prison time.
