The main issue is that JBI has to get out of engineering and go into production. That is how manufacturing companies make money. JBI may as well farm out the Engineering. That would likely work better because it would result in something constructable and repeatable. Engineering companies or firms (EPCMs) make their money by biLling for services. Pretty much 100% billable. That is a different business model. I should know. I currently work for an enginmeering company.
