I'm inclined to think that Jan 31 is a self imposed goal and may not have anything to do with a potitical deadline based on inside CA information. If CA doesn't specifically allow ecommerce, I really don't think Benz is going to take an "ask for forgiveness rather than permission" approach. I think PJ doesnt launch (holding pattern) in that scenario.
