This is the Chinese company that is operating on the Sney concession. While they have the permission of the land owners to set up shop, they don't need Sney's permission to operate a processing facility. The HMS that you see are from two different areas, each about 100 miles from Magburaka, making this the logical central point. One location is a hard rock operation which they own, the other are sands bought from another district. They are NOT mining or buying sands from the locals in Tonkalili, however they are doing exactly what Sney proposes.
