They accept RS of 1/10k or 1/50k on scam companies, i don't see anything that will make FINRA refuse a small 1/150 RS on a real company, only 1 thing as you said is the prior management, besides that nothing else could be delaying it, even TYTAN went into court vs Bogden so they are known to be a business in operation.
