Even if was not completed by end of September, there is a Heading of "Subsequent Events", that this must be listed under, especially since it was PR'd and it held up the launch. 

As much as anyone wants to poo poo this away, it is required to have been included.

PS. Even if it was canceled or rescinded, it should still show up under Subsequent Events, as such, and would have put a period on the PRs.
