South Texas has summer and February. My Dad would play golf in February in shorts. Often it never gets below 70-72, day or ,night from May thru Sept. We have had day 85 degree thanksgivings and Christmas's. However sometimes we get a change. It has been unseasonally cool this year.

And funny you mention Detroit. I know three people who moved form Houston back to Michigan primarily because they loved the weather there. Thought, I wonder how people in Green Bay are doing  about now. Brrrr!
