I like you BaderBoy, but let me play along and show you how wrong you are.
Now, not to belabor the topic, but going with your argument, think about this for pricing a job:

A company says to you:
"the Company continues to work on pricing this project and has an ETA price of no more than $1,000,000.000, if not $900,000.000." Given the above statement, there is no way the client can reasonably expect the estimated price to exceed $1,000,000.00.
In other words, the Company continues to work on the Q3 10-K filings [on pricing this project] and has an ETA sometime before the end of this year [ETA price of no more than $1,000.000.00], if not this week [$900,000.00]. You see.
I continue to maintain that TECO should not, going forward, provide estimates if there is ANY possibility it will not carry it out.
