Sorry to disagree with you bud, but that quote from 12/16/13 newsletter that “the Company continues to work on the Q3 10-K filings and has an ETA sometime before the end of this year [2013], if not this week [week of 12/16/13]” clearly indicates that the Company gave itself until the end of 2013 to file the Q3 10-K – this, my friend is a stated promise. Any other interpretation is hogwash.
Merriam Webster definition of estimate: to give or form a general idea about the value, size, or cost of (something): to make an estimate of (something).
In the case of TECO’s aforementioned statement, it means give or take, anytime before the end of the year, but must be by year’s end (12/31/13).
