So you "stumbled upon a correspondence laying on a desk" - and it was signed - but NOT delivered. What does that say? We don't know.  It may have intentionally NOT been sent,  for a number of reasons - including that its contents is no longer valid, or .  .  .  .

Given that this correspondence, a communication you infer is from the feds to Baltia, has not been delivered to Baltia (you state), then its contents is not only off limits to us, but possibly not even a clear reflection of what the sender intended, and it is premature to weight its contents heavily.

I am curious - did the people you were visiting "know" that you were "stumbling" around and reading their correspondence? If so, that's interesting.
