It's not at all a relevant matter until at least November 30, 2014, and it probably stretches beyond that date.
As of September 30, 2013 fins, the preferred shares when issued -- which would have a year of restriction before any can be converted into common shares -- were not yet issued.
"The Statement of Rights and Preferences is expected to be filed by November 30, 2013, at which time the share certificate will be issued." -09/30/2013 fins
They have been moving that "expected" filing date up in every financial they published in 2013. I would be inclined to bet it hasn't been filed even yet.
