Because of the everchanging permit requirements designed to catch illegal mines, 13 companies didnt even qualify to receive a permit this year-this game started w new requirements mar 2011 just as soon as cwrn was to begin shipping- Kriton left 4-2-11- and cwrn was 1st to get a 2011 permit under new rules

but ja, govt has probably lost 10's of millions in taxes because of their red tape attempts to solve a much bigger problem-they dont have effective control over portions of the S mainland-their own country. They know where the illegal mines/cartels are, so why target the entire country? E.g, how difficult is it to check a company paid concession fees and taxes and is thus legit?

With the lost taxes they could have funded an armored brigade to go after the cartels who have caused the problem with extreme prejudice,but the will is not there.
