No, the investment tax will affect everyone.  It is slated to be taxed as ordinary income.  13 new taxes in Obamacare, my favorite, when you sell you house, you have to pay the government 3%.  No one is exempt from it.....nice huh?  BTW, read all 2000+ pages, in it's current form it is a bad deal.
