I was reporting each and every one of them...until i got a PM from an admin.  She said they weren't breaking the TOS and told me that in order for a libelous or defamatory post to be removed I would have to take the case to court and have a judge rule that the statements were, in fact, libelous or defamatory. 


I think that pretty much sums up the protection given to those of the unscrupulous nature.
