I'm sure India has been cognizant of Chinas lack of domestic iron and is concerned for their own domestic needs as part of the reason for Indias restriction of exports-India now has very low steel use per capita, but if they go Chinas route that need for steel will rapidly increase- they dont want to have to end up importing iron for domestic needs in coming years, so conserve domestic iron
