Maybe large groups didn't like how thin it was between .06-.10 and they really want to load up so they thought if they can induce a panic sell and let things settle in the .04's..people may put up more shares for sale when it runs back up into .05's thinking it might come back down? 

I like to think the OTC shutdown was due to SEC discovering groups of manipulators and they seized their accounts and opened the OTC back up. Maybe just very wishful thinking
