I think it opens the door even wider and explains a lot about why it's been relatively quiet and why the pps is somewhat subdued.

Now, if there was something official confirming your very credible and exciting suppositions, it could trigger renewed buying interest. 

Being a former Pharm type, I likened the CERT process to that of an NDA supplement vs. an amendment... make sense?  Sure seems like that is what you have described, depending on which path one is addressing.
