Why would a drilling contractor penalize the client company for weather related delays?  They would be out of business in a heartbeat!  What client company would be dumb enough to sign a contract where if the drilling rig couldn't be moved for weather related reasons then the client gets charged for the downtime?  It's a ridiculous accusation and makes zero sense.
